According to the Programme of Prime Minister Juha Sipilä’s Government, the Government will support competitiveness based on metropolitan regions’, growth corridors’ and different areas’ own strengths, for example, by developing contract-based cooperation with the central government.
The purpose of the growth agreements is to provide a better basis for economic growth and competitiveness. Growth agreements can be concluded with cities, growth zones and theme-specific urban networks. The agreements will cover the period 2016 – 2018. The Ministry of Economic Affairs and Employment is responsible for the preparation of the agreements for central government. The applications for the growth agreement procedure must be submitted by January 2016.
The system of agreements between the state and urban regions also includes the letters of intent for land use, traffic and housing, which are prepared separately with the regions of Helsinki, Tampere, Turku and Oulu. The preparation of the agreements is the responsibility of the Ministry of the Environment and the Ministry of Transport and Communications.
