Kim Mattsson to explore emergency supply cooperation between public and private sector and its development needs

The Ministry of Economic Affairs and Employment and the National Emergency Supply Agency (NESA) have invited Major General (ret) Kim Mattsson to conduct a study on cooperation related to security of supply. His task is to assess the relevance of the model for the cooperation between the public and private sector implemented by NESA in the Finnish emergency supply organisation and its current state in the changed operating environment.
Working group to prepare reform of security of supply legislation

The Ministry of Economic Affairs and Employment has set up a broad-based working group to prepare the reform of the legislation on the security of supply. In accordance with the Government Programme, an overall review of the legislation will be carried out during this parliamentary term in order to update regulation. The working group term extends from 15 January 2024 to 31 December 2025.

The price of exchange electricity – the spot price of electricity sold on the power exchange – will rise to record levels on Friday 5 January 2024. Even at its lowest, the hourly changing price of electricity, including the Finnish value added tax, will be more than a euro per kilowatt-hour (kWh) between 6.00 and 21.00 and more than two euros between 15.00 and 20.00.

It's only been four years since Finland's natural gas imports were entirely dependent on the Russian pipeline connection. At the beginning of 2020, the Balticconnector between Finland and Estonia was commissioned, and a year ago, in the conditions of energy crisis, so was the floating LNG terminal in Inkoo. In an amazingly short time, Finland has changed gas monopoly to global LNG market. After the Balticconnector pipeline breach in October 2023, the task is to secure steady deliveries of gas over the winter.

A pressure drop was detected in the Balticconnector gas pipeline between Finland and Estonia in the small hours of 8 October 2023, raising suspicions of a leak and causing a disruption. The valves in the offshore pipeline are now closed and the leak has been stopped. Gasgrid Finland is currently investigating the incident together with Estonia´s Elering.
