With the easing of the coronavirus crisis and lifting of restrictions, the economies and employment in the regions are experiencing strong growth. Near-term expectations are positive across the country and demand for labour is high. However, the outlook in all regions is dampened by concerns over the availability of skilled labour.

Acts related to the introduction of Datahub for electricity retail market enter into force on 27 October

The legislative amendments required for the introduction of centralised information exchange services for the retail electricity market, the Datahub, will enter into force on 27 October 2021. These include the Act on amending the Electricity Market Act and the Act on temporary measures related to the introduction of centralised information exchange services in retail electricity market. The President of the Republic is scheduled to approve the legislative amendments on Friday 22 October 2021.

On 21 October 2021, the Government approved the EU regional and structural policy programme, Innovation and Skills in Finland 2021−2027, and decided to submit it to the European Commission. The programme supports industrial, energy, climate, innovation, education and employment policies as well as the work against exclusion and poverty.

Government proposes amendments to the Act on Peak-Load Reserve

On 21 October 2021, the Government submitted a proposal to Parliament for an act amending the Act on Peak Load Reserve, which Secures a Balance between Electricity Production and Consumption. The content of the Act would be brought into line with the requirements of the Regulation of the European Parliament and of the Council on the internal market for electricity in respect of resource adequacy assessment and introduction of capacity mechanisms.

Persons sentenced for refusing non-military service not to be ordered back into service

The Government proposes an amendment to the Non-Military Service Act to clarify the status of persons who have refused non-military service and have received a sentence. Those who have been acquitted by a court would no longer be ordered back into service during peacetime.
