Government sends climate and energy strategy to Parliament – Action plan to help Finland achieve carbon neutrality by 2035

On 30 June 2022, the Government submitted its national climate and energy strategy to Parliament as a report. The strategy is a comprehensive action plan for the medium term, which Finland will use to meet the EU’s obligations for 2030 and to achieve the national climate target for 2035. The strategy covers all greenhouse gas emissions in the emissions trading, effort sharing and land use sectors as well as the carbon sinks of land use and other sectors.

Finland clearly exceeded its binding energy saving obligation set on the basis of the EU Energy Efficiency Directive in 2014–2020. At the end of 2020, the total energy savings achieved exceeded the national obligation by more than 85 per cent. All other energy saving targets set for Finland were also achieved.

Working group on peat proposes ways to help the sector in transition and to increase role of peat in security of supply

The working group on peat, which was appointed by the Ministry of Economic Affairs and Employment, submitted its report to Minister of Economic Affairs Mika Lintilä on 31 March 2021. The report includes measures to improve the situation of peat industry operators as demand for energy peat declines sharply due to the emission allowance prices rising much faster than previously forecast.

Investment incentives to promote rapid phase-out of coal in energy production

On 19 March 2020, the Finnish Government issued a decree on investment aid for projects accelerating the replacement of coal in energy production. The aid is intended to promote voluntary phase-out of coal use by the end of 2025. Coal-based power and heat generation will be banned in Finland as of 1 May 2029
