The 2021 Democracy Recognition was granted to the task force on multilingual and multichannel COVID-19 communications, which the Finnish Institute for Health and Welfare (THL) started in March 2020. The Ministry of Economic Affairs and Employment (MEAE) has been working in the task force to develop COVID-19 communications so that correct information reach everyone who lives in Finland as extensively and effectively as possible.

The Ministry of Employment and the Economy publishes a booklet for workers arriving in Finland on employees’ rights and who to contact for help while also launching a multilingual advisory service for seasonal workers arriving from abroad.

The Working in Finland brochure, published by the Ministry of Economic Affairs and Employment, is now available in 24 languages to inform workers about their rights and where to find help in case of suspected exploitation. Abuse in the accommodation conditions for foreign workers may, at worst, be part of foreign labour exploitation and human trafficking. The task of the working group for monitoring accommodation conditions is to make proposals on how to develop cooperation between the authorities and the relevant regulations and guidelines.

The European Institute for Crime Prevention and Control (HEUNI) has published a report that compares measures against the exploitation of migrant labour in different countries. In particular, the report examines multidisciplinary cooperation models developed in Norway, Belgium and the United Kingdom to address labour exploitation.

Seasonal work is now widely marketed to different target groups. There are now 31,800 jobseekers registered with TE Offices who are seeking employment in agriculture, 17,200 of them are either unemployed or laid off. Unfortunately farms have not reported all job opportunities to TE services, which means the actual number of workers needed on farms in unknown.
