External evaluation of the Finnish Safety and Chemicals Agency completed

The report includes recommendations for both Tukes and the ministries steering its activities to develop the agency's activities in the future.
Information exchange in the electricity retail market enters a new era – Datahub goes live successfully

Datahub, the centralised information exchange system for the electricity retail market, went live on 21 February 2022. Datahub centralises the data from about 3.8 million electricity accounting points in a single system, and it significantly accelerates the exchange of information in the electricity retail market. Datahub is a key part of the flexible power system of the future.
EU’s Connecting Europe Facility grants EUR 127 million for a transmission line between Northern Finland and Sweden

On January 26 2022, the Energy programme committee of the EU’s Connecting Europe Facility (CEF) decided to grant EUR 127 million for the implementation of a planned electricity transmission line between Northern Finland and Northern Sweden. The amount will be divided between Finland and Sweden. The financial support covers 50% of the project costs.
Market surveillance to be reformed and harmonised

Extensive legislative amendments related to market surveillance will enter into force in April. The amendments will modernise market surveillance to correspond to the changes in the operating environment of companies, such as more complex supply chains and online sales. The reform will update market surveillance to comply with the EU Market Surveillance Regulation.
Guarantee of origin certifies that energy purchased is renewable

The Government has submitted the Act on the guarantee of origin of energy to the President of the Republic for approval. The Act will make it easier for customers to influence the origin of the energy they are buying through a reliable system. With the guarantee of origin, consumers can trust that the energy marketed and sold to them as renewable is in fact produced from renewable energy sources. The Act will enter into force on 3 December 2021.
Government decree on electricity supply settlement to improve customer service and to make it easier to change suppliers

The Government issued a new decree on electricity supply settlement and measurement on 12 August 2021. The decree lays down provisions on the 15-minute balance settlement period, the transition towards the so-called single price model in the electricity market, and the changes in electricity supply settlement caused by the introduction of Datahub – a centralised information exchange system for the electricity retail market.
Entry into force of the Act on guarantee of origin to be delayed – Parliamentary proceedings to continue in the autumn

The discussions by Parliament concerning the legislative proposal on guarantee of origin of energy will continue in the autumn session. In May, it was estimated that the Act would come into force by the end of June.
