TE services reform 2024: Ministerial working group outlined changes to draft government proposal based on feedback from consultation round

The consultation round for the draft legislative proposal of the TE services reform 2024 ended on 27 June 2022. A total of 373 statements were submitted by the deadline. Based on the feedback, the Ministerial Working Group on Promoting Employment outlined certain new policies on 7 July concerning, among other things, the responsibility of municipalities for organising services, the provision of services, and the funding model. The broad outlines of the proposal remain the same, and the proposal will next be submitted for legislative editing.

The Government is preparing amendments to the Act on the Promotion of Immigrant Integration so that municipalities and wellbeing services counties would be reimbursed for the costs they incur for organising services to beneficiaries of temporary protection who have been granted a municipality of residence.

The objective of the legislative proposal is also to promote social inclusion, health and wellbeing of immigrants, to increase equality and to strengthen good relations between population groups. According to the proposal to be sent out for comments, services promoting integration would be organised as part of the municipal integration programme and other services.

The intersectoral Talent Boost programme aims to increase the immigration of experts to Finland. Regional Talent Hub cooperation models, which the Ministry of Economic Affairs and Employment supports through discretionary government grants, are part of the programme. The grants for 2022 were allocated to five large cities.
Integration.fi online service answers questions on services and employment of people fleeing Ukraine

The Ministry of Economic Affairs and Employment has published a website for those involved in integration work where they can find answers to general questions about people fleeing the war in Ukraine. The Frequently asked questions (FAQ) section includes answers to questions related to temporary protection, services and employment. The FAQ is available at the integration.fi online service and it will be updated as necessary.

Municipal integration programmes increase cooperation and commit decision-makers to promotion of integration. However, the programmes would benefit from performance targets and increased monitoring of such targets, according to a report by Innolink Group and the Migration Institute of Finland.
