Labour shortage in the health and social services sector is already high and likely to grow in the future. It is therefore very important to increase the attractiveness of the sector and improve working conditions. The role of the private sector as an employer must also be recognised better.

Research and innovation activities in the health sector will be developed in a target-oriented way in 2020–2023. People’s health and wellbeing will be improved through research and technological development. Steps will also be taken to advance Finland’s international position as a forerunner in health sector research and innovation, investment and new business.

The State has concluded agreements with 16 urban areas to strengthen innovation activities. The objective of the agreements is to build innovation ecosystems, in other words, to intensify cooperation within networks, strengthen key competences and increase effectiveness of RDI activities.

Government, in cooperation with the President of the Republic, has declared a state of emergency in Finland over the coronavirus outbreak. On 25 March 2020, the Government issued a decree to implement the obligation of healthcare professionals to carry out work laid down in the Emergency Powers Act.
