Individual services to support job search in the Nordic labour market service model

Nordic labour market service model combines an assessment of individual service needs, intensive support for job search and other services, and job search on own initiative.
The reform would give unemployed jobseekers quicker and more intensive support for their job search. The Government submitted a proposal on the Nordic labour market service model to Parliament on 7 October 2021. The changes are intended to take effect in May 2022.

Jobseekers to receive more individual support in proposed Nordic labour market service model now out for comments

In the Nordic labour market service model, jobseekers would apply for work on their own initiative and receive individual and intensive support for their job search at an earlier stage. Jobseekers would be required to apply for a certain number of jobs in order to continue their right to receive unemployment security. A jobseeker would receive a reminder in the first case of forgetfulness or neglect.

Government proposal: Unemployment security related tasks from TE Offices to unemployment funds and Kela

There are plans to transfer the majority of the current unemployment security and alternation leave related tasks of TE Offices to the payers of unemployment benefit, i.e. the Social Insurance Institution Kela and the unemployment funds. The Ministry of Economic Affairs and Employment has today, on 13 January 2020, sent for comments a draft government proposal regarding legislation on how the implementation of unemployment security and alternation leave schemes is to be organised.

Government proposes to expand the local government trials on boosting employment

On 27 August 2020, the Government submitted a proposal to supplement the Government proposal on local government trials on boosting employment. According to the proposal, six new regions would be added to the trial. In addition, one or more municipalities would be added to four trial regions already confirmed in the original proposal.

Additional employment appropriations allocated to Ely Centres

On 27 August 2020, the Government decided in its fourth supplementary budget for 2020 on the regional allocation of employment appropriations for the management of the coronavirus crisis. A total of EUR 60 million was allocated to the Centres for Economic Development, Transport and the Environment (Ely Centres).
