The 2021 Democracy Recognition was granted to the task force on multilingual and multichannel COVID-19 communications, which the Finnish Institute for Health and Welfare (THL) started in March 2020. The Ministry of Economic Affairs and Employment (MEAE) has been working in the task force to develop COVID-19 communications so that correct information reach everyone who lives in Finland as extensively and effectively as possible.

The new glossary emphasises equality and immigrants’ active role. Instead of kotouttaminen, the glossary recommends the use of kotoutumisen edistäminen.
