Growth agreements

The previous Prime Minister Juha Sipilä’s Government supported a system of improving the competitiveness of metropolitan regions, growth corridors and regions based on their specific strengths. This also involved developing agreement-based cooperation with the central government. Prime Minister Antti Rinne´s Government Programme strongly emphasises agreements as a tool for regional development. The objectives, targeting and parties of new agreement-based cooperation will be specified in more detail in autumn 2019. The objective is to launch new agreement-based cooperation between the state and regions/municipalities in spring 2020.

The purpose of the growth agreements has been to provide a better basis for economic growth and competitiveness. Growth agreements were concluded with cities, growth zones and theme-specific urban networks. The agreements covered the period 2016 – 2018. The Ministry of Economic Affairs and Employment  was responsible for the preparation of the agreements for central government. The applications for the growth agreement procedure must be submitted by January 2016.

The system of agreements between the state and urban regions also includes the letters of intent for land use, traffic and housing, which are prepared separately with the regions of Helsinki, Tampere, Turku and Oulu. The preparation of the agreements is the responsibility of the Ministry of the Environment and the Ministry of Transport and Communications.
