31.3.2022 | An aid scheme is proposed for electricity-intensive industries to compensate for the indirect costs of emissions trading on the price of electricity. The Government submitted a proposal on this to Parliament on 31 March 2022. The act is scheduled to enter into force in summer 2022.

13.6.2022 | The Nordic countries aim to strengthen their cooperation in the battery sector. The visit by the Minister of Economic Affairs and the business delegation to Norway promotes business and innovation cooperation between Finnish and Norwegian companies in the battery, electrification and port technology sectors.

8.7.2022 | Electrification aid can be granted to energy-intensive industries, i.e. industries that use a large amount of energy, in 2022–2026. The practices related to the electrification aid are defined in the government decree. Companies operating in the sectors entitled to the aid must apply for the 2022 aid by the end of September.

22.6.2022 | The Act on Electrification Subsidy for Energy-Intensive Industries (that is, industries that use large amounts of energy) will enter into force at the beginning of July. The objective of the subsidy is to accelerate the transition of industrial production towards more carbon neutral operations.

In terms of energy policy, Finland’s Presidency of the Council of the EU will focus on the implementation of legislation. The Presidency will also have an opportunity to lay down long-term policies especially on climate issues.

25.6.2026 | EU energy ministers will meet in Luxembourg on 26 June 2026. The main item on the agenda of the meeting of the Transport, Telecommunications and Energy Council is to reach a general approach on the development of trans-European networks for energy. The ministers will also discuss the planning of post-2030 energy policy, as well as coordination and response measures to the energy impacts of the closure of the Strait of Hormuz.

The Government’s climate targets are ambitious: carbon neutrality by 2035, and nearly fossil-free energy production in the course of the 2030s. The wide-ranging changes required to achieve these targets demand vigorous policies and consistent action. At the same time, however, one has to ensure social justice and the competitiveness of businesses. Paths to carbon neutrality involve major uncertainties.

13.3.2026 | The EU ministers responsible for energy issues will convene in Brussels on 16 March 2026. The meeting agenda will include the European grids package for 2028–2034, the action plan for affordable energy, and energy security. Finland will be represented by Minister of Climate and the Environment Sari Multala.

18.2.2026 | Finland and Germany have signed a statement of intent on further cooperation on hydrogen infrastructure, hydrogen technology development and investments in the hydrogen sector. The statement was signed by Minister of Climate and the Environment Sari Multala and, on behalf of Germany, Minister of Economic Affairs and Energy Katherina Reiche in connection with the Ministerial Meeting of the International Energy Agency (IEA) in Paris on 18 February 2026.

23.10.2025 | The amendment to the Electricity Market Act will promote the integration of the increasing electricity generation and growing consumption loads into the main grid and high-voltage distribution network. The Government submitted the Act to the President of the Republic for approval on 23 October 2025. The Act will enter into force on 1 January 2026.

2.10.2025 | The Nordic energy ministers met in Helsinki on 1 October. The main topics of the meeting were energy  security and the electricity market. This year Finland holds the Presidency of the Nordic Council of Ministers, together with Åland. Finland was represented by Minister of Climate and the Environment Sari Multala and, on behalf of Åland, by Minister Camilla Gunell.

14.10.2024 | The Ministry of Economic Affairs and Employment has granted a total of EUR 44,546,484 in investment aid to 12 projects under the national Recovery and Resilience Plan (RRP). Moreover, by a decision supported by the Ministerial Finance Committee on 3 October, EUR 28,048,200 was granted to Nordic Ren-Gas Oy for a large demonstration project on new energy technology.

17.10.2025 | EU energy ministers will meet in Luxembourg on 20 October 2025. In the meeting, the aim is to approve the Council's general approach on the RePowerEU regulation to gradually phase out natural gas imports from Russia. The other main item on the agenda is to discuss the role of electrification as a driver of the EU’s competitive and clean transition. Finland will be represented at the meeting by the Minister of Climate and the Environment Sari Multala.

30.10.2024 | By summer 2023, only three years had passed since the publication of the sectoral low-carbon roadmaps in 2020. A provision in Petteri Orpo’s government program from June 2023 mandated the Ministry of Economic Affairs and Employment and various sectors to revisit the roadmaps in light of the evolving operating environment. With this mandate, the update process began in autumn 2023. By autumn 2024, all 14 participating sectors had completed their updates.

6.6.2024 | The Ministry of Economic Affairs and Employment began to update the low-carbon roadmaps together with the sectors in autumn 2023. In accordance with the Programme of Prime Minister Orpo’s Government, the roadmaps from 2020 have now been updated to correspond to the changed operating environment and technological development of sectors and companies. This time, 14 sectors systematically investigated ways to decarbonisation.

13.12.2024 | The EU Ministers responsible for energy issues will convene in Brussels on 16 December 2024. They will discuss the Council conclusions on the promotion of geothermal energy and the future of EU’s energy policy. Finland will be represented by Minister of Climate and the Environment Kai Mykkänen.

24.10.2024 | The European Union has a challenging starting point for the next five years. Although the energy crisis has largely been overcome, geopolitical uncertainty continues and strong investments in military and civilian security are necessary. The political situation in many Member States is unstable, including Germany and France.

28.8.2023 | The Ministry of Economic Affairs and Employment proposes appropriations of EUR 4.4 billion for its administrative branch for 2024, which is about EUR 448 million more than in the 2023 budget.

14.6.2024 | On 14 June 2024, the Ministry of Economic Affairs and Employment granted to nine different projects a total of EUR 46.4 million in RRF energy investment aid under the Sustainable Growth Programme for Finland. Of the aid, EUR 24,553,932 will be allocated to three clean transition investments (REPowerEU) and EUR 21,864,440 to six energy infrastructure projects.

26.8.2025 | Finland will take part in the Clean Energy Ministerial (CEM16) and Mission Innovation (MI-10) meetings held in Busan, South Korea, on 25–27 August 2025. Finland is represented by Mika Nykänen, State Secretary to Minister of Climate and the Environment Sari Multala, supported by a small expert delegation.

16.12.2022 | The Ministry of Economic Affairs and Employment has granted a total of EUR 119,196,068 to 16 clean energy projects under Finland’s Recovery and Resilience Plan.

4.7.2025 | The Ministry of Economic Affairs and Employment requests comments on the draft Energy and Climate Strategy. Comments can be submitted between 4 July and 22 August 2025. The strategy set out the measures to boost the clean transition and promote climate targets.

25.3.2024 | Clean energy is one of the main themes of Prime Minister Petteri Orpo’s government program in Finland. The energy and climate policy actions for the coming years will be outlined in a comprehensive national strategy. The key objective is to establish a predictable and economically sustainable foundation for the significant investment efforts needed to advance both climate goals and our national economy.

22.10.2020 | The Ministry of Economic Affairs and Employment has published a report summarising the main results of the sectoral roadmaps produced during the past year. The report includes summaries of the published roadmaps, key conclusions of the project, a description of the work process and estimates of further work. It also explores how the roadmaps will be utilised in climate and energy work towards a low-carbon Finland.

22.12.2023 | The Ministry of Economic Affairs and Employment has granted approximately EUR 30.9 million in energy investment aid under Finland’s Recovery and Resilience Plan to 12 projects related to energy infrastructure and the electrification and decarbonisation of industrial processes. Minister of Climate and the Environment Kai Mykkänen signed the aid decisions on 19 December 2023.

31.8.2023 | This year, more than 40 per cent of Finnish electricity is produced with nuclear energy. In the future, nuclear energy can also be produced in smaller units and used for new purposes, such as heating industry and buildings. 15.7.2022 | On 15 July 2022, the European Commission approved up to EUR 5.4 billion of public support by fifteen Member States for projects to boost the production of clean hydrogen and the development of new uses of hydrogen. This public support is also expected to generate private investments of EUR 8.8 billion. Finland is one of the Member States participating in the project.

11.3.2022 | By the deadline of 4 March 2022, 86 applications were received in the first application round for energy investment aid under Finland’s Recovery and Resilience Plan. The investment aid is intended for energy solutions of the future that aim to achieve carbon neutrality and improve competitiveness, among other things. The total amount of aid applied for was EUR 1.65 billion.

31.8.2021 | As part of its Presidency of the Nordic Council of Ministers in 2021, Finland will organise the Council’s ministerial meetings. Minister of Economic Affairs Mika Lintilä will chair three meetings of the Nordic Council of Ministers for Sustainable Growth. The meetings of ministers in charge of economic affairs and regions will take place on 16 September, while energy ministers will convene on 17 September. All meetings will be organised as hybrid meetings from Helsinki.

20.12.2021 | The first application round for energy investment subsidies under the Sustainable Growth Programme for Finland will take place from 20 December 2021 to 4 March 2022. Funding will be available for energy infrastructure projects, new energy technology, production and storage of low-carbon hydrogen, carbon dioxide capture and use, and investments to reduce carbon use and electrify industrial processes.

16.12.2021 | On 16 December 2021, the Government issued a decree that will allow support to energy investments under Finland’s Recovery and Resilience Plan in 2022–2026. The aim is to promote energy investment and energy infrastructure projects that reduce greenhouse gas emissions in Finland and support the country’s 2035 carbon neutrality target.

5.5.2020 | An energy-themed webinar organised by the Ministry of Economic Affairs and Employment on 5 May 2020 focused on the production of clean energy and the need for energy in the future. One of the issues addressed at the webinar was the effect of the coronavirus crisis and the related recovery measures on investments required to pursue the 2035 climate target.

7.6.2023 | By 26 May 2023, 24 new applications were received in the second application round for energy investment aid under Finland’s Recovery and Resilience Plan. Funding is available for energy infrastructure projects and the electrification and decarbonisation of industrial processes.

3.11.2022 | The EU Innovation Fund’s third application round for large projects began on 3 November 2022. A total of EUR 3 billion is available for investments in decarbonisation, electrification of industry, hydrogen, and manufacturing and piloting of energy technologies. The deadline for applications is 16 March 2023.
