On 4 December 2025, the Government submitted the national Energy and Climate Strategy to Parliament as a report. In line with the Government Programme, the strategy will accelerate the clean transition, reduce greenhouse gas emissions and strengthen carbon sinks.
“Ten Economic Development Centres will start operations on 1 January 2026. The reform on regional state administration will create comprehensive and cost-effective state administration services in regions to promote sustainable growth, competitiveness and attractiveness,” Minister of Economic Affairs Sakari Puisto said at a press conference on the launch of the Centres.
On 27 November 2025, the European Commission published a new Bioeconomy Strategy, which replaces the strategy from 2018. The strategy provides a framework for a competitive and sustainable EU bioeconomy, with the objective of reducing dependency on fossil raw materials and raising the degree of processing and value added of EU bio-based products. The core of the strategy is to boost the development of bio-based products and to accelerate their wide-spread introduction.

With the aim of strengthening Finland’s economic growth, speeding up investments and improving employment, the Ministry of Economic Affairs and Employment has prepared a growth and employment package in line with the Government’s decisions.
The Ministerial Council of the European Space Agency (ESA) will meet in Bremen, Germany, on 26–27 November 2025. The Council will decide on ESA’s funding for 2026–2028 and the preliminary financial guidelines for 2029–2030. Finland will be represented by Minister of Economic Affairs Sakari Puisto.
The responsibility for organising public employment services was transferred from the state’s employment and economic development offices to municipalities and municipal co-management areas on 1 January 2025.
The Sustainable Growth Programme boosts competitiveness, investment, research, development and innovation, as well as measures to raise skill levels. The sectoral low-carbon roadmaps prepared in 2020 are updated in accordance with Prime Minister Orpo’s Government Programme. Roadmaps will pave the way for a low-carbon future.
