National objectives for promoting employment 

 

On the proposal of the Ministry of Economic Affairs and Employment, the Government will confirm national objectives for promoting employment for each government term. The Act on the Organisation of Employment Services provides that the national objectives may specify targets, for example, to promote implementation of employment services and their effectiveness, availability of skilled labour, coordination of services, protection of linguistic rights, and promotion of gender equality and non-discrimination. The objectives are strategic objectives that do not define the means but instead describe the direction in which employment services should be developed.  

The Ministry of Economic Affairs and Employment monitors and evaluates the achievement of the objectives on an annual basis both nationally and in each employment area.  

Objectives for 2025–2027  

On 19 December 2024, the Government confirmed the first objectives under the Act on the Organisation of Employment Services. The national objectives for promoting employment for 2025–2027 are: 

  1. Ensure equal services for all customers in both national languages 
  2. Raise the employment rate of customer groups with low employment rates 
  3. Support rapid employment of jobseekers through effective services that reduce benefit expenditure 
  4. Support mobility across professions and regionally and internationally for sectors with labour shortages 
  5. Strengthen the vitality of regions in cooperation with regional operators 

Indicators have been defined for monitoring the objectives.

The preparation of the objectives was carried out at the Ministry of Economic Affairs and Employment, with participation of the national preparatory group on guidance and knowledge-based management of the TE services reform 2024 and the advisory board supporting implementation of the reform.
