Monitoring supports decision-making

For effective integration policy to be properly planned and evaluated it is necessary to produce sufficiently comprehensive information on the different aspects of integration on a regular basis. The Development and Administrative Services Centre (KEHA Centre) monitors the state of integration and services promoting integration in Finland.

Information on the functioning of integration services

With the help of its extensive datasets, the KEHA Centre monitors and evaluates services promoting employment and integration both regionally and nationally. It publishes an annual report focusing on early-stage integration services, employment and unemployment. The first report will be published in late 2025.

Indicators are used to monitor integration progress

The Government Integration Programme contains a number of indicators to monitor the state of integration and changes in it. In particular, employment, level of education and the use of social benefits are used as indicators of integration.  

Immigrant population is examined as a whole

Since 2018, the living conditions and integration of the entire immigrant population have been monitored with indicators based on register and survey data. The elements of the monitoring system are based on EU and OECD frameworks. The KEHA Centre’s kotoutuminen.fi website contains two publicly available integration databases. The most recent phenomenon-based overview was published at the beginning of 2024.
