EU and national thresholds 

EU thresholds are based on the thresholds set in the WTO Agreement on Government Procurement (GPA).

The European Commission has reviewed the EU thresholds concerning public contracts. The new thresholds are valid at the beginning of 2024.

Section 26 of the Act on Public Contracts and concessions and section 13 of the Act on public contracts and concessions of entities operating in the water, energy, transport and postal services sectors provide for the following thresholds that are applied from 1 January 2024:

National thresholds 

National thresholds determine the scope of application of the Finnish Act on Public Contracts. Contracts below the threshold fall outside the scope of application.
