Environmental impact assessment of the Kuopion Energia Oy small modular reactor plant producing district heating - EIA programme

On 31 March 2026, Kuopion Energia Oy submitted an environmental impact assessment programme (EIA programme) under the Act on the Environmental Impact Assessment Procedure (252/2017) to the Ministry of Economic Affairs and Employment. The Ministry of Economic Affairs and Employment acts as the competent authority for the environmental impact assessment procedure (EIA procedure).

Kuopion Energia Oy is planning a small-scale nuclear power plant in Kuopio. Two alternative plant locations, Hepomäki and Sorsasalo, are under consideration. The
SMR (Small Modular Reactor) plant is intended to produce district heat for the district heating network of the city of Kuopio. 

The Ministry organizes a public consultation concerning the EIA programme. The public display of the EIA programme of the planned project takes place in Finland from 15 April to 15 June 2026. More information on the public consultation is available on the Finnish and Swedish pages.

The EIA programme is also subject to international consultation in accordance with the Espoo Convention. The Finnish Environment Institute is responsible for the international consultation.

Statements and opinions received, as well as the competent authority’s opinion, will be published on the Finnish page. An unofficial translation of the competent authority’s opinion will be published on this page.

A public event regarding the EIA programme will be held in Finland on 27 April 2026 from 5 p.m. (Finnish time) onwards. This event will take place during the public display and will be conducted in Finnish. It will also be possible to participate in the event remotely.
