Support for biogenic carbon dioxide capture in industry  

The Finnish Government promotes the capture of biogenic carbon dioxide through investment grants for the construction of capture capacity with a total of 90 million euros. The objective of the investment grant is to enable the launch of the first projects for industrial biogenic carbon dioxide capture and to support the scalability of these solutions in future projects. 

Competitive bidding process

Investment grants will be awarded based on a competitive bidding process. A total of 90 million euros has been allocated for the call. The selection criterion for awarding the grant is the amount of support required per unit of biogenic carbon dioxide capture capacity to be constructed in the project. Projects that offer the lowest bids will be selected within the limits of the available budget. In addition, projects must meet the eligibility criteria defined in the government decree on grants for the promotion of industrial biogenic carbon dioxide capture for 2026–2032 (1174/2025).

Under the decree, the investment grant may be awarded to projects that establish a biogenic carbon dioxide capture capacity of at least 15,000 tonnes per year and ensure that the captured carbon dioxide is either permanently stored or utilised. The feasibility of the projects must be at a level that makes the start of carbon dioxide capture operations by the end of 2030 likely. The capture capacity must remain in operation at least until the end of 2035. Additional eligibility conditions are specified in the decree.

How to apply

Applications for the competitive bidding must be submitted no later than 31.3.2026. The application must include at least all the information required under Section 9 of the decree.

The call for applications is open from 12.1.2026 to 31.3.2026. Applications are submitted via Business Finland’s electronic application system, but the Ministry of Economic Affairs and Employment is responsible for handling the applications. The timetable for grant decisions depends on the number and complexity of applications received. Decisions are currently expected in the autumn of 2026. After the application period has closed, the name of the applicant, the project title, and the location of the projects participating in the call will be published.

Application instructions

The application includes the bid, a description of the project and the information required to assess project eligibility. Applicants must carefully review the decree (1174/2025) and its conditions. Applications are submitted through the Business Finland funding e-service. Applicants must complete the form for the industrial biogenic carbon dioxide capture and attach the required documents. Requested information must be provided thoroughly yet concisely. Material not requested in the decree, the instructions or the application form should not be submitted. Information session

The Ministry of Economic Affairs and Employment will organise an information session on 22.1.2026 at 10 am to provide potential applicants with more detailed information about how to participate in the call. The event will be held online (in Finnish). Registration is available via this link. Registration closes on 20.1.2026.
