After Parliament has given its approval to the state budget, the ministry determines the most significant targets for the development of societal effectiveness in its area of responsibility as well as for the operational efficiency of the administrative branch and its most important agencies and departments.
The negotiations on the performance agreement take place between November and December. Details of the achievement of the targets laid out in the performance agreement for the budget year are contained in the final accounts and in the report on operations included in the final accounts.
The meeting of the targets laid out in performance agreement are assessed in the statement on the financial accounts issued by the ministry in June following the year of operations, while a half-year assessment is provided in connection with the negotiations on the performance agreement in autumn. Reports on the meeting of the performance targets are also issued twice a year using the performance data system maintained by the State Treasury.
