Government Resolution on Entrepreneurship

The resolution compiles Finland’s goals and objectives for the promotion of entrepreneurship at the Government level. It focuses on strategic priorities for entrepreneurship and, based on them, offers policy measures for the strategic and long-term promotion of entrepreneurship in different ministries beyond government terms.

The main themes of the Resolution are:

  1. Renewal, growth and internationalisation of companies
  2. Competence and availability of skilled labour
  3. Well-functioning markets

The resolution contains 19 measures, which will be implemented through 120 actions across the Government.

Government Working Group on Promotion of Entrepreneurship

The Government Working Group on Promotion of Entrepreneurship supports the implementation of the Government Resolution on Entrepreneurship, strengthens cooperation and flow of information between ministries in matters concerning entrepreneurship, and promotes entrepreneurship. The term of the working group began on 6 June 2025.

Advisory Board for Entrepreneurship

The Advisory Board for Entrepreneurship acts as an advisory body on strategic issues related to entrepreneurship. It brings the views and feedback of key interest groups, i.e.  entrepreneurs, to the preparation and proposes necessary measures to ministries/the Government. The board discusses the development of entrepreneurship policy and promotes intersectoral cooperation.

The term of the advisory board began on 3 October 2022. Its term will last until the end of the term of Prime Minister Petteri Orpo’s Government. Of the members, 14 are entrepreneurs and 10 are from central government administration, municipalities or universities.

Consultation round on ownership changes, business succession and funding of micro-entrepreneurs

The Ministry of Economic Affairs and Employment requested proposals concerning the availability of funding for micro-entrepreneurs and changes to business ownership, including transfers to the next generation. The consultation round was held from 9 December 2025 to 9 January 2026.

Growth Entrepreneurship Programme (incl. Mittelstand)

One of the objectives stated in the Programme of Prime Minister Petteri Orpo’s Government is to double the amount of growth-oriented entrepreneur-led medium-sized companies by 2030. Medium-sized companies are important employers and create significant value added. Achieving the objective also requires that an increasing number of small growth companies grow into medium-sized businesses.
