National Advisory Board on Promoting Employment
Employment as a whole and the functioning of the employment service system are the responsibility of the central government. The Ministry of Economic Affairs and Employment is responsible for the general steering, development and supervision of public employment services as well as for monitoring and evaluation.
The National Advisory Board on Promoting Employment is tasked with
- supporting the Ministry of Economic Affairs and Employment in guiding the promotion of employment,
- monitoring and anticipating the functioning of the service system and
- addressing development needs related to employment promotion.
The Advisory Board also submits a report to the Government on the state of the service system during each government term. The report evaluates the functioning of the service system and whether the preconditions for providing the services are being fulfilled. These include the functioning of the funding system and the appropriateness of the criteria for the responsibility for organising services.
On the proposal of the Ministry of Economic Affairs and Employment, the Government appoints an advisory board under the Act on the Organisation of Employment Services (380/2023, section 22) and the Decree on the Guidance of Employment Services (386/2024) after the Decree enters into force on 1 January 2025.
The National Advisory Board on Promoting Employment is appointed for the duration of the government term. The chair of the Advisory Board comes from the Ministry of Economic Affairs and Employment and the vice-chair represents the municipalities.
The following parties are represented in the Advisory Board:
- ministries: Ministry of Economic Affairs and Employment, Ministry of Finance, Ministry of Social Affairs and Health, and Ministry of Education and Culture
- representatives of municipalities (max. 8)
- agencies: The Development and Administration Centre for Centres for Economic Development, Transport and the Environment (ELY) and Employment and Development (TE) Offices (KEHA Centre), ELY Centre and the Regional State Administrative Agency
- representative of an organisation representing the customers of employment services
- representative of an interest group representing municipalities
- representative of wellbeing services counties
- representative of the Social Insurance institution of Finland
- representative of an organisation representing unemployment funds
- representatives of central employee organisations
- representatives of central employer organisations
- representative of an organisation representing companies
- representative of the Employment Fund
- representative of the Service Centre for Continuous Learning and Employment
- representative of an association representing vocational education providers
- representative of an association representing service sector companies
- representative of an association representing companies providing temporary employment
- representative of a national organisation for social welfare and healthcare
- representative of a cooperative organisation of national disability organisations
- representative of regional council
