Development of jobseeker’s service process and employment services

Employment services and the service process for jobseekers will be reformed to better meet individual needs, in line with the Programme of Prime Minister Petteri Orpo’s Government. The aim is that more people would find employment quicker. Amendments have been made to legislation concerning the service process of jobseekers and the jobseeker profiles. At the same time, the sanctions system for unemployment security has been overhauled. The reform will also promote the deregulation of municipal functions outlined in the government session on spending limits in 2024.

The most important amendments concern the Act on the Organisation of Employment Services (380/2023) and the Unemployment Security Act (1290/2002). The amendments will enter into force as follows:

1 January 2026

  • Most of the amendments to the Act on the Organisation of Employment Services
  • Most of the amendments to the Unemployment Security Act

1 March 2026

  • Changes to the staggering of unemployment security sanctions
  • Changes related to the expiry of job search

1 September 2026

  • Publishing a job search profile is, as a rule, mandatory
