Basic information under the Integration Act

Under the Act on the Promotion of Immigrant Integration (681/2023, section 11), public authorities must provide immigrants with basic information about their rights and obligations in Finnish society and the labour market when they are notified of a residence permit decision, their right of residence is registered, their residence card is issued, their municipality of residence is registered, or they are registered in the Finnish Population Information System.

The Ministry of Economic Affairs and Employment has previously published the Welcome to Finland guide and brochure as the basic information referred to in the Act. Their use and updating have now ended. As the content of the guide and brochure has become outdated, they must no longer be distributed to people moving to Finland.

Since the beginning of 2025, responsibility for the basic information provided under the Integration Act has rested with the Employment, Administration and Development Agency. It maintains the multilingual InfoFinland app as the channel for providing this basic information. The app is available in the following languages: Finnish, English, Albanian, Arabic, Bengali, Bosnian, Dari, Spanish, Farsi, Hindi, Kurdish, Mandarin Chinese, Nepali, Portuguese, French, Romanian, Swedish, Somali, Thai, Turkish, Ukrainian, Uzbek, Urdu, Russian, Vietnamese and Estonian.

The statutory authorities, which are the Finnish Immigration Service, the Digital and Population Data Services Agency and Finnish missions abroad, provide all persons moving to Finland with a promotional card directing them to the InfoFinland app. The app is free of charge and can be downloaded from app stores.
