EU Baltic Sea coastal states updated their energy cooperation action plan

On 12 May 2025, the EU Baltic Sea coastal states signed a Memorandum of Understanding in Warsaw to renew the Baltic Energy Market Interconnection Plan adopted in 2015 (BEMIP). The plan focuses on developing the energy infrastructure and transmission networks in the Baltic Sea region.
The new Memorandum of Understanding (MoU) aims to update the responsibilities of the BEMIP High-Level Group in line with the current priorities of the EU’s energy policy. During the negotiations, Finland emphasised the importance of technology neutrality.
BEMIP supports the energy transition in the Baltic Sea region and strives for an open and integrated energy market among the EU countries in the region.
The updated BEMIP MoU was signed by Finland, Sweden, Denmark, Estonia, Latvia, Lithuania, Poland, Germany and the European Commission. Norway participates in the cooperation as an observer.
The MoU signed in conjunction with the informal Energy Council in Warsaw. The MoU will be signed on behalf of Finland by Mika Nykänen, State Secretary to Minister of Climate and the Environment Sari Multala.
According to the revised MoU, the EU Member States in the Baltic Sea region will coordinate their BEMIP cooperation in the following priority areas:
- electricity market and infrastructure
- market and infrastructure related to decarbonisation of gas
- renewable energy and offshore wind power
- natural gas
- security of energy assets
- nuclear energy
- cooperation on financing opportunities
BEMIP is one of the oldest and most advanced forms of regional energy cooperation. It has achieved concrete results, such as ending the energy isolation of the Baltic Sea region. In February 2025, the synchronisation of the electricity grids of the three Baltic States with continental European network was completed. At the same time, their grids were disconnected from the Russian and Belarusian networks.
