Working group to prepare the reform and development of employment services
On 28 September 2023, the Ministry of Economic Affairs and Employment appointed a working group to prepare measures to reform and develop employment services as outlined in the Government Programme. The working group on the development of employment services was appointed for the period from 2 October 2023 to 31 March 2027.
The Government of Prime Minister Petteri Orpo aims to increase the number of employed people by at least 100,000. According to the Government Programme, one way to support employment growth is to continue the reform of employment services.
The working group on the development of employment services will prepare measures to implement the Government Programme’s employment services reforms and phase the measures depending on whether they require changes in legislation and information systems. The working group will support the implementation of the objectives of the Government Programme and monitor their impact assessment throughout the government term.
In addition to the measures currently being prepared, employment services are undergoing the major TE2024 reform, in which responsibility for organising employment services will be transferred to municipalities as of 1 January 2025. The TE2024 reform will be taken into account in the implementation of the Government Programme’s objectives. Measures concerning employment services will be coordinated with the advisory board implementing the TE2024 reform and preparatory working groups.
The working group on the development of employment services will report to the ministerial working group on employment and entrepreneurship, chaired by Minister of Employment Arto Satonen.
