The Ministry of Employment and the Economy has an independent research division on business subsidies (VNa 4/2019). The Enterprise Aid Research Division was established in 2019 to provide information on the development of the business aid scheme and to promote the quality of impact assessment and the utilisation of research in policy-making and societal debate.

Goals and results
The Research Division is tasked with providing information on the development of the business support system and promoting the quality of impact assessment and the utilisation of research in policy making and societal debate.
The Research Division is tasked with assessing the business aid scheme, in particular:
• draw up an annual assessment of the development of the business aid scheme;
• develop the effectiveness research methodology;
• make independent assessments of business subsidies.
The Enterprise Aid Research Division publishes an annual assessment of the development of the business aid scheme.
Starting points
In its final report of 5.4.2018, the Parliamentary Working Group on Business Support proposed the development of an impact assessment of the economics of business subsidies and the establishment of an independent assessment body within the framework of the Business Support Advisory Board. The Research Division for Business Aid supports the objective set out in the Sustainable Growth Agenda of the Ministry of Economic Affairs and Employment to improve the effectiveness of business subsidies.
The Research Division on Business Subsidies is based on the Government Decree on the Research Division on Business Subsidies 4/2019.
The task of the independent research division on business subsidies is to provide information on the development of the business support system. Developing the quality of the assessment of the effectiveness of business subsidies will facilitate the utilisation of research in the preparation of policy measures. Increased information can also be used in political and social debate.
The Research Division comprises a chairperson and four other members appointed by the Government on a proposal from the Ministry of Economic Affairs and Employment for a term of four years. The Ministry of Employment and the Economy requests universities (Unifi ry) to submit a joint proposal for four members of the Research Division.
During the term 1.4.2023-31.3.2027, the Research Branch will comprise Chairperson Heli Koski and four other members who are Professor Minna Martikainen (University of Vaasa), Professor Topi Miettinen (Svenska Handelshögskolan), Professor Timo Kuosmanen (University of Turku) and Vice-Chair Professor Hannu Vartiainen (University of Helsinki). The Chair and Members of the Chamber represent the expertise of economics.
