Eight companies apply for investment aid for biogenic carbon dioxide capture projects
The Ministry of Economic Affairs and Employment received eight applications for investment aid for biogenic carbon dioxide capture projects by the deadline of 31 March 2026. The amount of aid applied totals EUR 101 million.
In January, the Ministry launched a call for applications for the competitive bidding process for the investment aid to promote the capture of biogenic carbon dioxide from industry. The aid available for the construction of capture capacity is EUR 90 million.
The aim is to promote the creation and scaling of the first solutions to capture biogenic carbon dioxide and to accelerate the design of subsequent solutions on market terms. Aid may be granted for an investment where the captured carbon dioxide is either stored permanently or utilised in products.
“The Government wants to promote clean solutions and technologies that reduce emissions. Finland has great potential to introduce technical sinks and to utilise biogenic carbon dioxide from industry. I’m pleased we received so many applications for industrial-scale carbon capture projects. With the experiences gained from projects to be funded, Finland will be able to advance the implementation of more large-scale capture plants,” says Minister of Climate and the Environment Sari Multala.
Companies applying for aid:
- FiMeOH Oy, Bio CO2 project, Salo
- Freija Group Oy, Freija Carbon Capture Project in Naistenlahti, Tampere
- Metsä Fibre Oy, Bio-CO2 Rauma, Rauma
- Mäntsälän Biovoima Oy, Sinisiipi CCUS, Säkylä

Ministry to make aid decisions this autumn based on preliminary schedule
The projects must meet the eligibility criteria defined in the government decree (1174/2025) on which the aid scheme is based. Projects meeting the eligibility criteria that offer the lowest bids will be selected within the limits of the available budget.
The aid is targeted to projects with a minimum of 15,000 tonnes of biogenic carbon dioxide capture capacity per year. The purpose of this limit is to allocate aid to industrial-scale projects, which in turn is expected to promote the implementation of more large-scale capture plants in future. An identified utilisation or storage option for the captured carbon dioxide is also required.
The amount of aid per project may not exceed EUR 30 million and the aid may not account for more than 30 per cent of the eligible total costs of the project. The aid will be paid on the basis of the project progress and the actual eligible costs.
The feasibility of the projects must be such that it is likely for carbon dioxide capture to begin by 2030 at the latest. The capture capacity must remain in operation at least until the end of 2035.
