The assessment plan of Strategic environmental assessment of authorities' plans and programmes (SEA) concerning potential offshore wind farms in the exclusive economic zone (EEZ) has been circulated for comments. The assessment is based on the Act on the Assessment of the Effects of Certain Plans and Programmes on the Environment. The national consultation of the assessment is carried out in the Lausuntopalvelu.fi service.

The reform will strengthen the link between work and work-based residence permits and make the monitoring of permits more systematic.

The amendments to the Act on Co-operation within Undertakings (Co-operation Act) will raise the application threshold of the Act and shorten the duration of change negotiations. The Government proposes that the President of the Republic approve the legislative amendments at the presidential session on 23 May 2025. The amendments would enter into force on 1 July 2025.

The Growth Entrepreneurship Programme (incl. ‘Mittelstand’ companies) was published on 22.5.2025. The aim of the Growth Entrepreneurship Programme, which is based on the Government Programme, is to double the number of medium-sized companies and midcaps.

The EU’s Competitiveness Council will be held in Brussels on 22–23 May 2025. Finland will be represented by Minister of Employment Matias Marttinen (internal market and industrial policy matters) and Minister of Economic Affairs Wille Rydman (research, innovation and space matters).
