Lagen om Jobbkanalen Ab träder i kraft den 1 juli 2022

Lagen om Jobbkanalen Ab träder i kraft den 1 juli 2022. Bolagets affärsverksamhet inleds stegvis under 2022. För att inleda verksamheten kommer Jobbkanalen att under juli få finansiering ur statens tilläggsbudget. Sari Nikkola börjar som verkställande direktör för Jobbkanalen den 1 september 2022.

Jobbkanalen är ett helt och hållet statsägt bolag som sköter statliga specialuppgifter. Bolaget ska främja sysselsättningen av partiellt arbetsföra personer i utsatt ställning. Bolaget stöder de anställdas färdigheter så att de efter att först ha arbetat på Jobbkanalen får ett jobb på den öppna arbetsmarknaden. 

Att få jobb hos Jobbkanalen ska vara ett sistahandsalternativ, när personen inte har lyckats få jobb på annat sätt. Enligt den nuvarande uppskattningen sysselsätter bolaget till en början uppskattningsvis ett par hundra partiellt arbetsföra personer per år. Under det första verksamhetsåret 2022 blir antalet sysselsatta mindre än så.  Målet är att bolaget ska ha cirka 1 000 personer i anställningsförhållande efter att verksamheten har blivit etablerad. De första partiellt arbetsföra väntas börja arbeta vid Jobbkanalen i slutet av 2022.

”Jobbkanalen hjälper konkret de partiellt arbetsföra som tidigare har hamnat utanför sysselsättningsåtgärderna eller som trots olika åtgärder och tjänster inte har kunnat sysselsättas. Bolaget erbjuder dem arbete i anställningsförhållande enligt normala anställningsvillkor”, säger arbetsminister Tuula Haatainen.

Jobbkanalen samarbetar med arbets- och näringsmyndigheterna, och partiellt arbetsföra personer får ett jobb hos Jobbkanalen endast via arbets- och näringsbyrån. Partiellt arbetsföra som är intresserade av att arbeta hos Jobbkanalen ska således anmäla sig som arbetssökande antingen till den lokala arbets- och näringsbyrån eller till kommunens arbets- och näringstjänster, om kommunen deltar i kommunförsöket med sysselsättning. Efter att lagen trätt i kraft börjar arbets- och näringsmyndigheterna bedöma personens lämplighet för arbete på Jobbkanalen i hela landet enligt samma kriterier som anges i lagen.

”Vi behöver allas insats i det här landet. Jobbkanalens nya verksamhet svarar för sin del mot matchningsproblem på arbetsmarknaden. De partiellt arbetsföra har varierande yrkeskompetens och en bred och mångsidig utbildningsbakgrund”, påpekar Haatainen.

”Till min glädje har jag också märkt att arbetsgivarnas inställning till anställning av personer med funktionsnedsättning och långtidssjuka är positivare än tidigare. Tröskeln att anställa partiellt arbetsföra har sänkts. Jag tror att denna trend kommer att fortsätta, uppmuntrad av Jobbkanalens exempel”, gläder sig Haatainen. 

Avsikten är att ur årets andra tilläggsbudget bevilja bolaget 10 miljoner euro i grundkapital ur Finlands program för hållbar tillväxt och ytterligare 10 miljoner euro i form av statsunderstöd. Finansieringen för de följande åren har reserverats i rambeslutet om statsfinanserna, och riksdagen beslutar årligen om anslagen i statsbudgeten. Avsikten är att försäljningen av tjänster senare ska utgöra åtminstone en tredjedel av bolagets inkomster 

Jobbkanalen kan utnyttja befintliga tjänster och samarbeta med andra aktörer på övergångsarbetsmarknaden. Arbets- och näringsministeriet som ansvarar för ägarstyrningen av bolaget har den 15 juni 2022 tillsatt en lagstadgad delegation för Jobbkanalen. Den kan ge rekommendationer om hur verksamhet som bedrivs på marknadsvillkor och konkurrensneutralitet ska förverkligas i bolagets affärsverksamhet.

Grundandet av Jobbkanalen Ab har samband med målet för statsminister Sanna Marins regering att främja sysselsättningen av partiellt arbetsföra och att på ett nytt sätt utveckla övergångsarbetsmarknaden. Jobbkanalen är en av åtgärderna i regeringens program för arbetsförmåga inom arbets- och näringsministeriets förvaltningsområde.
