Fortum submits to the Ministry of Economic Affairs and Employment an EIA programme on the future of the Loviisa nuclear power plant
Two primary alternatives will be assessed in the EIA programme: continuing the use of both units until about 2050 or decommissioning the nuclear power plant after the expiration of the current licences in 2027 and 2030.
The environmental impact assessment programme is the first step in the environmental impact assessment procedure. The EIA programme is a plan concerning the studies and arrangements required to assess the environmental impact of the project, prepared by the party responsible for the project.
The Ministry of Economic Affairs and Employment will act as the coordinating authority for the project and will ensure that the assessment programme and report are made publicly available. It will compile all statements and opinions submitted and give its own statement based on them. The Ministry of the Environment will organise a public consultation in accordance with the Espoo Convention on environmental impact assessment in a transboundary context.
Several routes to issue statements and opinions concerning the EIA programme between 27 August and 26 October 2020
The Ministry of Economic Affairs and Employment will request authorities and corporations to submit statements. It will also organise a hearing for citizens and communities. The consultation will be carried out online in the Lausuntopalvelu.fi service between 27 August and 26 October 2020.

Please contain the reference VN/16076/2020 in all statements and opinions. Submitted opinions and statements will be published on the Ministry’s website.
The Ministry will organise a public consultation event, the details of which will be confirmed later. If the Covid-19 situation allows, the event will be held at the Loviisanlahti School (Vanharanta 5, Loviisa) on 3 September from 18.00 to 21.00.
All statements and opinions presented at the consultations will be taken into consideration in the coordinating authority’s statement on the EIA programme. After the programme phase of EIA, the procedure will continue with the EIA report.
