Uusi asetus Euroopan globalisaatiorahastosta – hakukriteerejä lievennetään

Euroopan globalisaatiorahasto työttömiksi jääneille työntekijöille (aikaisemmin Euroopan globalisaatiorahasto) jatkaa toimintaansa EU:n ohjelmakaudella 2021–2027. Jatkossa jäsenmaat voivat hakea rahastosta tukea irtisanomistilanteisiin joustavammin perustein. Lisäksi irtisanottavien määrää koskeva hakukynnys alenee.

Uusia hakukriteerejä koskeva EU-asetus astui voimaan 3.5.2021. Hakuehtoja koskevat kriteerit muuttuvat takautuvasti ja niitä sovelletaan 1.1.2021 lähtien. 

Irtisanottavien määrää koskeva ehto alenee 200 henkilöön

EU:n jäsenmaa on voinut hakea tukea Euroopan globalisaatiorahastosta (EGR), jos kyseisessä maassa oleva yritys on joutunut irtisanomaan työntekijöitä maailmankaupan muutoksista ja maailmanlaajuisesta rahoitus- ja talouskriisistä johtuvista syistä. Uuden asetuksen myötä hakukriteereiksi käyvät myös muut odottamattomat ja yllättävät tapahtumat, jotka vaikuttavat yritysten liiketoimintaan. 

Jatkossa EGR-tukea voi hakea Euroopan komissiolta tilanteessa, joissa yli 200 henkilöä irtisanotaan kerralla yhdestä yrityksestä tai samalta toimialalta, tai jos pienellä työmarkkina-alueella tapahtuvilla irtisanomisilla on vakava vaikutus työllisyyteen ja talouteen. Aiemmin irtisanottujen raja oli 500 henkilöä.

Hakuehtojen lievennyksiä on pidetty tarpeellisina, sillä kaikki jäsenmaat eivät pystyneet hyödyntämään rahastoa tehokkaasti aiemmalla ohjelmakaudella. 

Näiden lisäksi rahastoon sovelletaan myös muita hakukriteerejä, kuten yritysten toimialaluokitukseen, irtisanomisajanjaksoon ja alueelliseen rajaukseen liittyviä kriteerejä. Nämä hakukriteerit pysyivät uudessa asetuksessa pääosin ennallaan.

Euroopan globalisaatiorahastolla tuetaan työvoimapoliittisia toimia irtisanomistilanteissa

Euroopan globalisaatiorahastosta myönnetään suurissa rakennemuutostilanteissa tukea aktiivisen työvoimapolitiikan toimiin, kuten erilaisiin valmennuksiin, koulutuksiin, liikkuvuuden edistämiseen, palkkatukeen ja starttirahaan. Rahaston varoilla ei voi tukea yritystoimintaa, vaan ainoastaan irtisanottujen työllistämiseen tähtääviä toimia.

Euroopan globalisaatiorahaston tuessa EU:n rahoitusosuus on 60 prosenttia ja kansallinen osuus 40 prosenttia.

Työ- ja elinkeinoministeriö toimii EGR:n kansallisena hallintoviranomaisena. Ministeriö seuraa tiiviisti eri alueiden irtisanomistilanteita, selvittää ennakkoon Euroopan komission kanssa täyttyvätkö EGR-asetuksen mukaiset kriteerit, sekä valmistelee ja lähettää kansalliset hakemukset. Hakemusten toimeenpanovastuu on alueellisilla ELY-keskuksilla ja TE-toimistoilla.

Suomi on hyödyntänyt EGR-tukea laajasti 

Suomi on käyttänyt Euroopan globalisaatiorahastosta tuettuihin hankkeisiin rahaston kymmenvuotisen historian aikana yhteensä noin 40 miljoonaa euroa, kun huomioidaan sekä kansallinen että EU:n rahoitusosuus. Suomi on hyödyntänyt rahastoa etenkin ICT-alan suurten irtisanomisten yhteydessä. Vuosina 2015–2016 Suomi haki rahastosta tukea enemmän kuin yksikään toinen EU:n jäsenvaltio. Viimeisin hakemus, joka on jätetty globalisaatiorahastolle 30.12.2020, liittyy Finnairin ja siihen kytköksissä olevien yritysten irtisanomisiin.
