The Ministry of Economic Affairs and Employment will hold a public consultation from 7 to 23 November 2025 on a draft government decree setting out provisions on a government grant, which the employment authorities could use to help companies hire unemployed young people under the age of 30.
On 6.11.2025, the Government submitted a proposal to Parliament on amending the Mining Act. The proposal would specify the obstacles to granting an exploration permit. In this context, provisions would also be laid down on compensations to safeguard the rights of landowners in situations where activities under the Mining Act continue on their land.
On 3 November 2025, the European Commission announced that 61 projects had been selected for funding under the latest Innovation Fund call for net-zero technologies. The projects will receive a total of EUR 2.9 billion in support. Five Finnish projects are among those selected: NotNukeOne, SCOOP, MAGHYC, NEXT HYDROMET and SB-VARKAUS.
The Ministry of Economic Affairs and Employment requests comments on the draft Government decision concerning offshore wind power areas in the exclusive economic zone and on the related environmental report in accordance with the Act on the Assessment of the Effects of Certain Plans and Programmes on the Environment (the SOVA Act).
The amendment to the Electricity Market Act will promote the integration of the increasing electricity generation and growing consumption loads into the main grid and high-voltage distribution network. The Government submitted the Act to the President of the Republic for approval on 23 October 2025. The Act will enter into force on 1 January 2026.
The responsibility for organising public employment services was transferred from the state’s employment and economic development offices to municipalities and municipal co-management areas on 1 January 2025.
