Ohjausryhmän tehtävänä on tuotteistaa pk-yrityksille tarkoitettu liiketoimintasuunnitelman tekemistä koskeva asiantuntijapalvelu valtakunnalliseksi tuotteeksi kesäkuun 2004 loppuun mennessä.
