The Energy efficiency Act (1429/2014) was amended by Act 1382/2025. The amendments entered into force on 1.1.2026 and were due to the implementation of the Energy efficiency Directive. Three government decrees and one decree of the Ministry of Economic Affairs and Employment have been issued under the Energy efficiency Act. Due to the amendment of the Energy efficiency Act, the decrees in question must be updated.

Goals and results
The intention is to amend the decrees issued under the Energy efficiency Act, as the effective implementation of the Energy efficiency Directive requires amendments to the decrees issued by the Government and the Ministry of Economic Affairs and Employment under the Energy efficiency Act.
Starting points
The legislative drafting project concerns the implementation of the Energy efficiency Directive. The implementation results from the amendments made to the Energy efficiency Act, which entered into force on 1.1.2026. Effective implementation also requires amendments to decrees issued under the Energy efficiency Act.
The aim is to make certain corrections to the Government Decree on Energy audits. The proposed amendments to that Regulation concern its scope of application and increase the potency of the use and production of renewable energy. In addition, certain technical wording changes are proposed.
The RED III Directive requires Member States to ensure that end-users are informed about energy efficiency and the share of renewable energy in their district heating and cooling systems in a way that is easily accessible, such as invoices, suppliers' websites and upon request. Information on the share of renewable energy shall be expressed as at least a percentage of the total final consumption of energy for heating and cooling by customers of a particular district heating and cooling system and shall include information on the amount of energy used to deliver one heating unit to the customer or end user. The obligation of the Directive would be implemented by amending section 3(2) of the Government Decree on information on heating, cooling and water consumption and invoicing and on cost sharing.
Under the Energy efficiency Act (1429/2014), Government Decree 1297/2015 on the cost-benefit analysis of combined heat and power production and industrial surplus heat has been enacted. The reform of the Energy efficiency Act will result in the need to repeal the Government Decree on the cost-benefit analysis of combined heat and power production and industrial surplus heat, as the content of the Decree is outdated and unnecessary.
Under the Energy efficiency Act, the Ministry of Economic Affairs and Employment Decree 41/2015 on reporting on site audits has been enacted. The reform of the Energy efficiency Act will necessitate certain corrections to the Decree. The proposed amendments are mainly based on an addition made to the section of the Energy efficiency Act concerning the minimum requirements for an enterprise's energy audit on the use of renewable energy. In addition, certain language-related and more specific additions are proposed to the Decree of the Ministry of Economic Affairs and Employment on reporting on site reviews.
The impacts have been comprehensively assessed in the Government proposal to Parliament for acts amending the Energy efficiency Act and related acts (HE 85/2025). As the amendments to the decrees are due to the amendments made to the Energy efficiency Act and they are clarifying and technical, the amendments to the above-mentioned Decree are not considered to have significant impacts on the activities of operators or authorities.
The following decrees have been issued under the Energy efficiency Act: Government Decree on Energy audits (20/2015); Government Decree on information on heating, cooling and water consumption and invoicing and on the sharing of costs (254/2021); Government Decree on the cost-benefit analysis of combined heat and power production and industrial surplus heat (1297/2015); and the Decree of the Ministry of Economic Affairs and Employment on reporting on target audits (41/2015).
Directive (EU) 2023/1791 of the European Parliament and of the Council on energy efficiency and amending Regulation (EU) 2023/955 entered into force on 10.10.2023 and had to be implemented nationally by 15.10.2025. The amendments resulting from the Directive were implemented nationally by Act 1382/2025 amending the Energy efficiency Act. The updated decrees are due to enter into force in autumn 2026.
