Government submits to Parliament legislation to implement the first phase of EU Artificial Intelligence Act

The Government submitted to Parliament its proposal for legislation supplementing the EU Artificial Intelligence Act (AI Act) on 8 May 2025. It proposes to enact an act to monitor artificial intelligence systems and to amend the acts regarding market surveillance of products and enforcement of fines. The proposal concerns the first phase of the implementation of the AI Act.
The Government proposes to enact an act to monitor certain AI systems. The act will implement the supplementary national provisions on competent authorities of the AI Act. The act would lay down provisions on the powers of the authorities to impose penalties for violations of certain provisions of the AI Act specified in the act. The act would also lay down provisions on a penalty payment board and its powers to impose penalties for the most serious violations of the AI Act.
The EU AI Act aims to ensure that AI systems introduced or entering the market in Europe do not endanger people’s safety, health or fundamental rights. The AI Act will create harmonised rules for the provision, deployment and use of AI systems in the area of the European Union. The Act focuses particularly on harmful uses of artificial intelligence. For example, the most dangerous practices of AI will be banned, and AI systems posing a high risk (such as systems used to recruit workers or distribute public social security benefits) will be subject to stricter obligations.
The draft act on implementing the second phase of the EU AI Act is currently in the consultation process until 2 June 2025.
The proposed acts are scheduled to enter into force on 2 August 2025.
