Energy and Climate Strategy circulated for comments

The Ministry of Economic Affairs and Employment requests comments on the draft Energy and Climate Strategy. Comments can be submitted between 4 July and 22 August 2025. The strategy set out the measures to boost the clean transition and promote climate targets.
The National Energy and Climate Strategy includes the outlines and policy measures concerning different energy policy areas, including measures to reduce greenhouse gas emissions from society and to strengthen removals by sinks. The strategy covers greenhouse gas emissions in the emissions trading, effort sharing and land use sectors and carbon sinks. Around 70 per cent of the greenhouse gases causing climate warming originate from energy production and consumption, including transport.
“Our aim is to create economic growth through a clean industry while at the same time reducing emissions. As one of the leaders in the clean transition, we will attract investments, jobs and economic growth to Finland. Our special strength is that we can combine the efforts to strengthen competitiveness and work for the climate,” Minister of Climate and the Environment Sari Multala says.
The process to prepare the strategy has been led by the Ministry of Economic Affairs and Employment. The process has been coordinated with the preparation of the Medium-term Climate Plan (KAISU), which is the responsibility of the Ministry of the Environment. The Medium-term Climate Plan covers emission reduction measures in the non-emissions trading sector, i.e. the effort sharing sector, which respond to the EU obligations and the targets set in the Climate Act. The effort sharing sector comprises emissions from transport, agriculture, building-specific heating, non-road mobile machinery and waste management, and F-gas emissions. The Ministry of the Environment sent the Medium-term Climate Plan out for comments on 2 July 2025.
Climate measures in the land use sector are also included in the Energy and Climate Strategy, and their preparation is coordinated by the Ministry of Agriculture and Forestry. In the land use sector, a comprehensive approach is adopted to agriculture, forestry and other land use, and overall sustainability is promoted. The Ministry of Agriculture and Forestry published a package of measures to boost forest growth and strengthen carbon sinks on 4 July 2025.
Energy and Climate Strategy boosts clean transition and builds Finland's competitiveness
The detailed actions of the strategy ensure the secure supply of reasonably priced clean energy for the needs of industry, businesses and households alike. The aim is to create an operating environment that attracts investments and supports Finland's growth in the clean economy.
The EU Emissions Trading System is the most important steering instrument in terms of emissions from industry and energy production. The price of emission allowances has risen sharply in the 2020s after the EU decided on a more ambitious emission reduction target for 2030. Emissions from both electricity and heat production will decrease fast. Finland will continue to play an active role to ensure that the EU's emission reduction targets focus particularly on the emissions trading sector, which will be further developed on market terms and in a technology-neutral manner.
The hydrogen economy will be a key tool in the energy transition of industry and in utilising the opportunities offered by the clean transition. It will be needed to reduce greenhouse gases, especially in sectors where direct electrification of the processes is not possible. Finland aims to account for 10 per cent of clean hydrogen production in the EU and for at least the same percentage of the further use of hydrogen.
Consultation open to everyone
The Energy and Climate Strategy is circulated for comments from 4 July 2025 until 22 August 2025.
Comments may be submitted by all organisations and private individuals at lausuntopalvelu.fi (in Finnish and Swedish). The feedback received from the consultation round will be analysed and summarised to support the finalisation of the strategy. The Government is to submit the strategy as a report to Parliament later this year.
