The working capacity programme (2019-2023) is part of the Government’s employment measures. Its implementation is based on Prime Minister Sanna Marin’s Government Programme. The aim is to promote the employment of people with partial work capacity and their wellbeing at work. The Ministry of Economic Affairs and Employment is responsible for implementing the work ability programme in cooperation with the Ministry of Social Affairs and Health.

Goals and results
In 2019-2023, the working capacity programme sought solutions to known problems in the employment of people with partial work ability. At the same time, more effective services for supporting work ability were developed. The objectives of the work ability programme were:
- identify the need to support the work ability of people with partial work ability
- provide people with partial work ability with individual and timely work ability and employment services
- strengthen the expertise and resourcing of experts to improve services for people with partial work ability
- promote the creation of jobs for people with partial work ability
- develop services for employers to facilitate the recruitment of people with partial work ability
- reform the existing rehabilitation paths and services based on the proposals of the rehabilitation reform Committee
- seek solutions to lower the recruitment threshold by developing services and participating in the preparation of the social security reform.

The results and implementation of the working capacity programme have also been evaluated in a research project launched by the Ministry of Economic Affairs and Employment (Working capacity programme evaluation External evaluation final report (Publications of the Ministry of Economic Affairs and Employment 2023:27).
In addition, the Finnish Institute for Health and Welfare (THL) and the Finnish Institute of Occupational Health (TTL) carried out an evaluation and follow-up study on the implementation, results, impacts and effectiveness of 22 projects carried out in the administrative branch of the Ministry of Social Affairs and Health. The implementation of the Working capacity programme is based on Prime Minister Sanna Marin’s Government Programme. The working capacity programme is part of Prime Minister Marin's Government's employment package, which aims to achieve an employment rate of 75%. Increasing the employment rate also requires an increase in the labour input of people with partial work ability. It is estimated that 65,000 people with partial work ability outside working life would like to work and also consider themselves capable of working. The working capacity programme and its measures seek solutions to known problems in the employment of people with partial work ability. The aim is to promote the employment and coping at work of people with partial work ability.
