Action Plan to Help People Who Have Fled Ukraine 2024–2027

As part of the migration and integration policy, the Programme of Prime Minister Petteri Orpo’s Government stresses the need to help people who have fled Ukraine and to continue their protection in good collaboration with the other EU countries. Special attention will be paid to vulnerable people, such as unaccompanied children who have fled the war in Ukraine.

The Ministry of Economic Affairs and Employment appointed a working group on 15 December 2023 (VN/31664/2023) to prepare an action plan for helping people who have fled Ukraine, supporting their participation in Finnish society and helping them enter the labour market. As part of the action plan, the employment of Ukrainians will be promoted through workplace education and training, the identification and recognition of qualifications, continuing education and license card training, and by increasing career coaching and online job search training in the Ukrainian language.

The plan contains 30 measures under the following eight themes: (1) promoting employment, (2) developing competence, (3) moving to municipalities, (4) housing, (5) promoting inclusion and good relations between population groups, (6) promoting health and wellbeing, (7) preventing work-related exploitation and (8) communication by the authorities.
