The proposed monitoring framework for lifelong guidance includes the monitoring targets, criteria and monitoring information, including the information sources. There are six themes which have been selected drawing on prior research, on the National Strategy for Lifelong Guidance (ELO), and on various recommendations.
The first theme is client experiences of lifelong guidance which includes experiences of guidance services, as well as experiences of the future and of the purpose and meaning of life. The other themes are lifelong guidance service system, social context of lifelong guidance, equality and non-discrimination in lifelong guidance, ecology in lifelong guidance, and monitoring of lifelong guidance policy and political steering.
The information sources have been mapped so that the information is openly available and can be collected nationally and repeatedly. The framework is an analytical articulation of information sources suitable for national monitoring. Lifelong guidance involves values, goals and starting points that are emphasised in different ways in different sectors. The key processes are implemented in interaction situations and in various operating contexts and are enabled by them.
The report presents good international practices for use in the monitoring and evaluation of Finnish lifelong guidance and the development of its quality.
