Column: Reform of nuclear energy legislation to streamline regulation and prepare the ground for future projects

Finland is known as a country of responsible use of nuclear energy. Safety comes always first. Responsibility includes ensuring the funds required for nuclear waste management and for the decommissioning of facilities. An extensive legislative reform is, however, required to streamline regulation and licensing. The reform process is also driven by the need to take account of new technologies and the profitability challenges of the sector. The draft proposal for the new legislation is undergoing a round for comments until 25 August 2025.

Application of EU Artificial Intelligence Act to begin on 2 August 2025

The provisions of the EU AI Regulation on, for example, general-purpose AI models will be applied in the EU countries as of 2.8.2025. However, national legislation related to the tasks of the national authorities, the designation of notified bodies and sanctions does not yet apply in Finland at that time.

Energy and Climate Strategy circulated for comments

The Ministry of Economic Affairs and Employment requests comments on the draft Energy and Climate Strategy. Comments can be submitted between 4 July and 22 August 2025. The strategy set out the measures to boost the clean transition and promote climate targets.

Finland supports Nokia-led consortium’s expression of interest to establish AI gigafactory in Finland

The European Commission plans to support the establishment of AI gigafactories across EU Member States. From Finland, technology leader Nokia, along with a business consortium it has assembled, has stepped forward with an expression of interest to bring an AI gigafactory to the country and has taken part in the Commission’s call. The Finnish Government backs the expression of interest submitted by the business consortium led by Nokia.
