National Mineral Strategy

The national Mineral Strategy was completed in December 2024. The Ministry of Economic Affairs and Employment was responsible for preparing the strategy and the steering group supported the work.

The aim of the strategy process was to form a common view of the situation, policy objectives and broad lines of the Finnish mineral cluster. The instability of the world has exposed our economic and political dependence on raw materials. Access to critical raw materials is also a bottleneck in the transition from fossil to clean energy systems. At the same time, it is important to strengthen the sustainability of the extractive sector and the circular economy.

The Mineral Strategy outlines an ambitious vision and objectives for the Finnish minerals sector and proposals for action to achieve these objectives. The key objective of the strategy is to promote the growth of the Finnish mineral cluster in order to strengthen the clean transition and strategic autonomy of Europe and to increase the value added of mining raw materials.

After the strategy has been completed, it will be implemented. Active cooperation with the public administration, the private sector and the organisational field is sought in the implementation of the strategy.

The Ministry of Economic Affairs and Employment has established a monitoring group to coordinate and support the implementation of the mineral strategy. Stakeholders and ministries responsible for the strategy’s measures have been invited to join the group. The group’s term is from 14 April 2025 to 30 September 2027.
