The Government’s proposal to comprehensively reform the Act on the Promotion of Immigrant Integration (hereinafter, the Integration Act) aims to strengthen the inclusion of immigrants in society and to make the promotion of integration more efficient. Another goal is to increase equality and wellbeing and advance good relations between population groups. The reform seeks to facilitate the path of immigrants towards employment and to improve the access of immigrant women and others outside the labour force to services.

The Government proposes to transfer the services of Employment and Economic Development Offices (TE Offices) to municipalities on 1 January 2025. This historical reform aims to create a service structure that will contribute to rapid employment of jobseekers and increase the productivity, availability, effectiveness and diversity of employment and business services.

The reciprocal agreement will give Finnish and Japanese nationals aged 18 to 30 the right to stay in the partner country so that they will also have the right to work to a limited extent in order to fund their travels. The government proposal on the adoption and implementation of the agreement on working holiday concluded with Japan has been submitted to Parliament. 

Fuel subsidy for fuel oil used in mobile machinery

The Government proposes on 22 September 2022 a fuel subsidy for fuel oil used in mobile machinery. The proposal would amend the Act on Fixed-Term Fuel Subsidy for Transport Companies. When the Act entered into force in September this year, Parliament issued a resolution calling for the rapid preparation of a similar subsidy for fuel oil.
