Government proposes comprehensive reform of legislation governing Finnvera

On 5 June 2025, the Government submitted to Parliament a proposal for an act on specialised financing activities and their organisation. The act would provide Finnvera with better opportunities to operate effectively as a state-owned specialised financing company and to perform its economic and industrial policy tasks.

Government issues a decree on current labour shortage sectors

On 5 June 2025, the Government issued a decree on sectors with labour shortages in which the holders of residence permits for employed persons may seek work more flexibly. At the same time, the Government wants to facilitate the supply of labour in sectors suffering from labour shortages.

Tesi to receive EUR 100 million in additional capital

The Government decided on 5 June 2025 that the Ministry of Economic Affairs and Employment may capitalise Finnish Industry Investment Ltd (Tesi) by EUR 100 million. The capitalisation will implement the Government’s decision taken in the spending limits discussion to raise Tesi’s capital by a total of EUR 300 million. The announced EUR 100 million is the instalment for 2025.

The current legislation on regional development and the EU’s structural policy supports the objectives, but implementation should be more cost-effective in future. The Government submitted a report on the subject to Parliament on 5 June 2025.

Ministerial Finance Committee recommends aid to three demonstration projects on new energy technology

On 5 June 2025, the Ministerial Finance Committee of the Finnish Government -approved in favour of granting investment aid totalling EUR 49.5 to three demonstration projects on new energy technology. The projects concern the production of renewable methanol, liquefied biomethane and bioethanol. Decisions on subsidies have not yet been made. The Ministry of Economic Affairs and Employment will prepare the aid decisions for the decision of Minister of the Climate and the Environment Sari Multala shortly.
