Preparation of legislative proposal on local bargaining continues

The Ministry of Economic Affairs and Employment has received 49 comments on the legislative proposals to promote local collective bargaining. The feedback received will now be analysed as part of further preparation. The draft proposal will also be sent to the Finnish Council of Regulatory Impact Analysis for evaluation.

On 22 March 2024, Minister of Employment Arto Satonen invited Katarina Murto, Chair of the Trade Union of Education (OAJ) and Negotiation Organisation for Public Sector Professionals (JUKO), and Millariikka Rytkönen, Chair of the Union of Health and Social Care Professionals (Tehy), to find a way to bring together all employer and employee organisations, that participated in the negotiations on Finland’s labour market model in autumn 2023, to agree on a sustainable labour market model.

According to the report, the organisations consider the preparation of a common agreement-based labour market model to be necessary. Some of the organisations, however, have preconditions for starting negotiations.

According to a report commissioned by the Ministry of Economic Affairs and Employment, the employment rate and average income vary strongly among people who have arrived in Finland for different reasons, especially in the early stages of their stay. The differences in the employment rate and income between immigrants and people with Finnish background narrow along with the length of stay in Finland.
