Processing of personal data

Municipalities are paid computational compensation for the guidance and advice provided to a person in need of integration services and for the organisation of other activities that support integration.

The computational compensation covers persons receiving international protection, victims of human trafficking, and persons who have received a residence permit based on a personal reason or because they have been prevented from leaving the country.

In addition, the computational compensation covers the family members or other close relatives of the aforementioned persons if the family relationship existed before they arrived in Finland. As a rule, the computational compensation is paid for a period of three years from the person receiving a residence permit.

The Ministry of Economic Affairs and Employment is the controller of the personal data file of the automatic pay-out system for the computational compensation. To carry out the pay-out task, the data are processed by the Development and Administration centre for the Centres for Economic Development, Transport and the Environment and TE Offices (the KEHA Centre). 

What data do we collect on you for the automatic pay-out system of the computational compensation?

The persons covered by the computational compensation are defined in the act on promoting integration.

The pay-out system of the computational compensation combines personal data and residence permit data from the case management system for immigration matters (UMA) and the home municipality information obtained from the Finnish Population Information System. This combining of data provides a pay-out proposal of the computational compensation by municipality. The automatic pay-out proposal is automatically transferred from the UMA system to the pay-out system, through which the KEHA Centre submits the payment to the municipality.

What is our data processing based on?

We process your personal data to comply with our statutory obligation or to perform a task concerning the public interest. 

The costs that municipalities are compensated for are laid down in the act on promoting integration.

The tasks of the Ministry of Economic Affairs and Employment are laid down in the following, among others:

  • Government Decree on the Ministry of Economic Affairs and Employment 
  • Ministry of Economic Affairs and Employment Decree on the Rules of Procedure of the Ministry of Economic Affairs and Employment 

Disclosure and transfer of personal data

We may disclose personal data, upon request, in accordance with the Act on the Openness of Government Activities.

We do not disclose your data for direct marketing or market and opinion polls.

Personal data are not disclosed to municipalities in the automatic pay-out process of the computational compensation.

Financial subsidies to municipalities receiving refugees under the action plan for referral of refugees to municipalities 

Processing of personal data

The funding provided in the action plan for referral of refugees to municipalities implemented by the Ministry of Economic Affairs and Employment gives financial support to municipalities and wellbeing services counties receiving refugees. The subsidies are intended for preparing for the reception of refugees, as well as for launching and developing reception in municipalities and wellbeing service counties.  Subsidies under the action plan to municipalities are in addition to the compensation paid in accordance with the Act on Integration. The action plan for referral of refugees to municipalities is funded with the supplementary appropriation from the Asylum, Migration and Integration Fund (AMIF) to be distributed for resettlement. The Ministry of Economic Affairs and Employment is in charge of the guidelines for the use of the funding and monitors the use of the funding.

The pay-out is the responsibility of the Development and Administration centre for the Centre for Economic Development, Transport and the Environment Centres and TE Offices (the KEHA Centre). The Ministry of Economic Affairs and Employment is the controller of the list of persons.

What data do we collect on you in the action plan for referral of refugees to municipalities?

The financial subsidies payable to municipalities under the action plan for referral of refugees to municipalities are a supplement to the computational compensation and a supplementary aid for urgent resettlement. Granting support to municipalities and wellbeing service counties requires the verification of the number of persons receiving international protection and their family members who have received a residence permit through family unification. Only the personal data necessary for granting financial support are collected in the list of persons to be submitted as an attachment to the municipalities’ and wellbeing services counties’ applications. 

  • The person’s UMA customer number (the customer number in the case management system for immigration matters of the Finnish Immigration Service) or the RGI-/UNHCR number (the United Nations High Commissioner for Refugees (UNHCR) case/customer number)
  • Date of birth
  • Citizenship
  • Municipality of residence
  • Date of moving to the municipality
  • The person’s name and grounds for a residence permit in the application for the supplement of the computational compensation
  • In the application for supplementary aid for urgent resettlement, the year of the refugee quota in which the quota refugee was selected for settlement in Finland.

Data are only processed as part of the support pay-out process and in any audits targeting the funding. 

The data of the contact person for the pay-out application submitted by the municipality and wellbeing services county are stored in KEHA Centre’s regional administration e-services. The lists of persons concerning the pay-out applications are stored in the USPA system of the KEHA Centre. The same data are stored in the ministry’s case management system.

In the period between 1 February and 30 April 2023, municipalities receiving quota refugees could also apply for a government grant for employee pay expenses from the action plan for referral of refugees to municipalities. 

The personal data collected in the attachments of the municipal applications only included data necessary for awarding the grant and for the pay-out process:

  • the name, email address and phone number of the municipality’s contact person;
  • the name, email address and phone number of the person already working on the promotion of the reception and integration of refugees in the municipality.

The data are processed as part of the grant decision and pay-out process. 

What is our data processing based on?

The activities under the action plan for referral of refugees to municipalities comply with the act on managing the programmes under the Home Affairs Funds in the 2021–2027 programme period (1125/2021) and the Government Decree on the Home Affairs Funds (119/2022). Awarding financial support to municipalities receiving refugees is subject to the Act on Discretionary Government Grants.

Disclosure and transfer of personal data

When the action plan ends, the action plan documents from the programme period (2022–2027) will be transferred to the information management unit of the Government Administration Department for retention. The documents which contain personal data are marked confidential upon archiving.
