Jobseekers’ right of appeal to be clarified
The provisions of the Act on Public Business and Employment Service will be clarified following ambigui-ties identified in legal practice. The purpose of the amendment is to ensure that jobseekers can appeal to the Social Security Appeal Board and to the Insurance Court if the payment of unemployment benefit to support self-motivated studies is discontinued.
This clarification will ensure that the right of appeal is granted as originally intended in legislation, and it will ensure the general right of appeal in unemployment security matters.
The proposal will not affect the criteria which the jobseeker is required to meet in order to receive unemployment benefit to support self-motivated studies. Neither will the proposal affect the situations in which the right to unemployment benefit will discontinue.
The amendment is scheduled to enter into force on 1 August 2019.
