Processing of personal data
The Tuki2014 system for processing business subsidies is used to manage the ELY Centres’ process of awarding discretionary grants to companies and other organisations, ranging from applying for grants to pay-out and recovery. The Ministry of Economic Affairs and Employment is the controller of personal data.
What data do we collect on you in the Tuki2014 register when you apply for government grants to businesses?
As a rule, we receive the data required for the Tuki2014 register from each person directly when the applicant/recipient of support provides the personal data relevant to applying for a grant in their application and other project-specific forms. In addition, data are received from the Suomi.fi authentication service run by the Digital and Population Data Services Agency, the obligation management reports (VHS) maintained by the Tax Administration, and from the repository of business subsidy customer information (ATV) of the Ministry of Economic Affairs and Employment.
The Tuki2014 register is used to collect and store personal data relevant to the project process. Such data include the name, phone number, email address and position in the organisation of the applicant’s contact person, the person participating in training and the specialist responsible, and the personal identity code of the specialist responsible.
The details of the company’s owner, such as their name, date of birth, shareholding and voting rights, are also stored in the Tuki2014 system for all corporate applicants. In addition, the data stored for corporate applicants include the names of beneficiaries, their citizenship and date of birth. If a person owns more than 25 per cent of the company’s shares directly or indirectly through another company, the names of the owners of the corporate applicants and their personal identity code / ID of a foreign national are stored if the ownership type of the company is private person.
The following information is stored for users who are authorities: user ID; user name; title; email address; and phone number.
Your personal data are retained for a minimum of 20 years from the completion of the project. The personal data related to decisions made by the system, rectification requests, final reports of projects and project audits are retained permanently.
What is our data processing based on?
We process your personal data to comply with our statutory obligation or to perform a task concerning the public interest.
Applying for, awarding and pay-out of grants and collecting personal data from them are based on the following, among other things:
- Act on Discretionary Government Transfers to Develop Business Operations in 2021–2028
- Act on Discretionary Government Grants
- Government Decree on Regional Transport Subsidy 2020–2022
- Act on Public Employment and Business Service
Disclosure and transfer of personal data
We may also disclose your data to the inspection authorities, researchers and assessors.
Information about the grants managed through the register and the related personal data can also be disclosed to the customer information system of the business services pursuant to the act on the system.
Information about favourable decisions pursuant to the act (project) and funded from the EU Regional and Structural Policy Programme (2014–2020) is disclosed in the public information service for the structural fund. Upon signing their application, the support recipient approves the disclosure of their data.
We may disclose personal data, upon request, in accordance with the Act on the Openness of Government Activities.
We do not disclose your data for direct marketing or market and opinion polls.
The data are not transferred outside the EU or the EEA or to any international organisations.
