Handling of personal data
The Ministry of Economic Affairs and Employment acts as the aid authority for the Sustainable Growth Programme for Finland in 2024–2026. It includes EU-funded (Recovery and Resilience Facility, RRF) projects that implement Finland’s Sustainable Growth Programme. Personal data is processed at different stages of the implementation of the measures.
What data do we collect about you in the customer register for financial data in connection with the RRF projects?
The following information is processed in connection with the preparation of the measures: Contact details of the persons and organisations carrying out the project and information on the actual beneficiaries (first name, last name, date of birth), project results, reports and other materials.
For RRF-funded projects, the names and dates of birth of the following persons are also entered in the register:
- beneficial owners and actual beneficiaries of the applicant organisation
- if the beneficiary is a contracting entity, information on a natural person acting as a contractor or as a subcontractor of the contractor in the funded project is entered in the register.
- if the beneficiary is a contracting entity in whose project the contractor is a legal person, information is collected on the beneficial owners and actual beneficiaries of the contractor.
In addition, the information system contains data on the funded project and the financial situation of the applicant/recipient of funding.
The data will be stored until the end of 2032 in accordance with section 18 of the Act on the Administration, Supervision and Inspection of the European Union Recovery and Resilience Facility. After this, the documents are either archived in accordance with the decision of the National Archives of Finland or destroyed.
What is our processing of data based on?
The data is processed in the preparation and implementation of the measures, in monitoring the use of RRF funding, and reporting and supervision.
Processing is necessary in order to comply with the controller’s statutory obligation and to exercise the public authority vested in the controller.

Disclosure and transfer of personal data
Regular sources of data include:
- Information provided by the applicant for funding
- Registers of different authorities
- Trade Register data of the Finnish Patent and Registration Office
- International sanctions lists and data obtained from commercial information registers for customer due diligence purposes;
- Public sources
Personal data related to RRF-funded projects are disclosed to the State Treasury, European Commission, Ministry of Finance and the supervisory authorities upon request in accordance with sections 13 and 14 of the Act on the Administration, Supervision and Inspection of the European Union Recovery and Resilience Facility. The State Treasury maintains an information system for the implementation of the EU’s Recovery and Resilience Plan, to which data is submitted. In other respects, personal data is not regularly disclosed to third parties. Personal data is not transferred outside the EU or the EEA.
