Processing of personal data
Supervisory matters concerning employee involvement, falling under the powers of the Cooperation Ombudsman, are processed in the Tweb register.
A case may be initiated either by notification or at the Cooperation Ombudsman’s own initiative. Anyone can submit a notification.
As a rule, we receive the necessary data directly from the person concerned, their representative or another party handling the case. In addition, we receive data from representatives of personnel groups, the company and any other parties such as the TE Office, trade unions or other equivalent parties.
What data do we collect on you when processing supervisory matters?
Personal data essential for attending to a case and for contacts are stored in the Tweb register. Such data include your name, personal identity code, address, email address, phone number, trade union membership, employment relationship details such as your occupation or position, termination, pay details and any details about your health status.
What is our data processing based on?
We process your personal data to comply with our statutory obligation or to perform a task concerning the public interest.
The duties of the Cooperation Ombudsman are laid down in the Act on Cooperation Ombudsman (216/2010). According to section 2 of the Act, the cooperation ombudsman’s duties include supervising compliance with
- the Act on Co-operation within Undertakings (1333/2021)
- the Act on Co-operation within Finnish and Community-wide Groups of Undertakings (335/2007)
- the Act on Personnel Representation in the Administration of Undertakings (725/1990).
Confidentiality obligations notwithstanding, for the purpose of carrying out supervision and to the extent it requires, the Cooperation Ombudsman has the right to obtain the information and documents necessary for supervising legal compliance. The Cooperation Ombudsman, or an official assigned by them, has the right to carry out a necessary inspection in an enterprise.
Disclosure and transfer of personal data
As a rule, data are not disclosed.
Data are not transferred outside the EU or the EEA, nor to any international organisations.
Pursuant to section 7 of the Act on Cooperation Ombudsman, data may be disclosed to the police in connection with submitting a request for investigation or during preliminary investigation, as well as to the prosecutor and the court during any court proceedings.

Processing of personal data
The Cooperation Ombudsman is tasked with supervising compliance with the Act on Personnel Funds (934/2010), the operations of the personnel fund and maintaining a register of employees’ mutual fund. Matters concerning the employees' mutual fund are processed in the RahastoWeb system. The data are entered in the employees’ mutual fund register based on the notifications submitted.
What data do we collect on you in attending to matters concerning the employees’ mutual fund?
Personal data essential for attending to matters and for contacts are stored in the RahastoWeb register.
The following personal data are entered in the list maintained on employees’ mutual funds:
- the full name and home municipality of the chairperson, member and deputy member of the fund’s board of directors;
- the regulation included in the fund’s rules concerning signing for the fund, as well as the full name and home municipality of the persons to whom the board of directors has given the right to sign for the fund, either alone or jointly with another person.
The employees’ mutual fund register may also include information about any fund administrator and their contact information.
The information stored in the system for the RahastoWeb user IDs include your name, personal identity code, email address and potentially other contact information.

The provisions on the employees’ mutual fund are laid down in the Act on Personnel Funds. The provisions on the Cooperation Ombudsman are laid down in the Act on Cooperation Ombudsman.
Disclosure and transfer of personal data
As a rule, we do not disclose any data.
Data are not transferred outside the EU or the EEA, nor to any international organisations.
We may disclose personal data, upon request, in accordance with the Act on the Openness of Government Activities. Data and documents are public, unless special provisions on their secrecy have been laid down by law.
