Finland and Kazakhstan develop cooperation in energy sector – memorandum of understanding signed in Astana
On 28 October 2025, Finland and Kazakhstan signed a memorandum of understanding (MoU) on a strategic partnership in the energy sector. The particular areas of cooperation are the promotion of energy and clean technologies, security of energy supply and decarbonisation of electricity and heat production.
On behalf of Kazakhstan, the memorandum of understanding was signed by Minister of Energy Yerlan Akkenzhenov and, on behalf of Finland, by Permanent Secretary of the Ministry of Economic Affairs and Employment Timo Jaatinen, deputising for Minister of Climate and the Environment Sari Multala. The signing took place in connection with the state visit by President of the Republic Alexander Stubb.
This memorandum of understanding continues the work outlined in the memorandum of understanding signed between the countries in 2018. The aim is to lay the foundation for Finnish clean energy exports.
Kazakhstan’s energy production is still strongly based on fossil forms of energy and its energy systems need to be reformed. Finland has a lot of expertise to offer for this. Kazakhstan has traditionally produced oil, gas and coal, and these are also its most significant export products.
The President was accompanied by a large business delegation including representatives from Metso, Wärtsilä, Normet Group, Konecranes, Ponsse, Peikko Group Corporation, Valio, A-Insinöörit, Honkarakenne, ISKU, Sweco, EPSE Oy (Ltd.), Lamor, Telko, Geological Survey of Finland, Finnvera, Kesla Oyj, Valtra Inc., Eduten, Nurminen Logistics and Lojer Group.
